Session Manager API 2.4.1

• Added Infrastructure Support in AWS Frankfurt Region (eu-central-1):
  To improve service availability and reduce latency for European customers, the Session Manager API now supports infrastructure operations in the AWS Frankfurt region.
  This update enables faster session initiation and watermark token delivery by routing requests through a regionally closer AWS endpoint.
